Governor Matt Blunt

Dear friends,

I am pleased to present to you the homepage for Our Students  First - First Class Education Missouri - an exciting new reform that I believe can provide our public schools with much of the resources they need to fulfill their vital mission to our children.

In my State of the State address this year, I pledged to lead Missouri in a new direction, creating a state government that respects the people and responds to their needs. The first priority of this work is ensuring that all Missouri children can reach their full potential by making education our highest public policy and budget priority. Putting our students first by providing a first class education can make a real difference in enhancing students' lives.

By securing a benchmark standard that guides education dollars directly to the classroom, Our Student First - First Class Education represents a gateway reform that invests in our future and positively affects the lives of Missouri's children - the leaders of tomorrow.

I hope that you will join me and the proud Missourians working to bring world-class schools to our state by making First Class Education a reality.

The 65¢ Proposal

The goal is for each school district in a state to spend at least 65% of its operating budget on classroom instruction as defined by the National Center for Educational Statistics.
If a school district is currently spending less than 65% on classroom instruction, it would need to increase that amount by 2% or more per year until the 65% goal is reached.
